A good idea I believe would be the use of "move selection." With move selection, you can switch out and/or replace moves. For example, water has 10 forms. You can unlock all 10 forms, but your move slot only allows you up to 5 (going off how theres 5 skills total per breath/art in rpg2). Move selection will allow you to switch out moves. For example, once you have all 10 forms of water, you can switch out striking tide and replace it with waterfall basin or constant flux, so now you have that move in your move slot for you to use.
YOU CANNOT USE MOVE SELECTION WHILE IN COMBAT
I hope I explained this well. It would allow each breath to get all their styles/forms added, and it could leave room for custom moves ideas if that's a route the devs wanna take after games release.

actually this would be for demons as well
I just didnt use them as an example
that actually good idea but instead of your idea to choose which moves we will choose they can add like some mode to the player for example you have water and 5 moves and then when you low hp like flame and akaza you go to the mode and have another moves
because if your idea this to change move so every one just gonna put the strongest moves and just spam or i dont know so this will be not fair
