I set everything up properly but for some reason it still says my version is not supported? (I use apex hosting, paper)

Apex Hosting has specific instructions for Geyser on their servers. Please see the information below.

Instructions

Full auto installation. Go to the Customizations tab in the panel and select 'Enabled' under the 'Geyser Auto Installer' option. Then, restart and connect to your server with your Java IP and port. See Apex's article for more details.
