#Above Bedrock Nether building only on specific Servers?

Hello,
I wanted to ask if it would be possible to enable the "above-bedrock-nether-building" option only on one or two servers of my Velocity network? I don't want this feature to be enabled on all servers. Can I edit this myself in the world files (level.dat/paper-world-config)? Or is there another existing plugin for this feature that I can install on the servers I want? I'm using Velocity 3.3.0 combined with 1.20.4 Purpur #2155.
