I was attempting to decorate one of the tables with a shell candle holder, and the item appears red and is unable to be placed on any surface, be it table in the bar, table in rooms, or bar counter. When the item is moved to be on top of a table, it is instead loaded as underneath the table, which prevents it from being placed.
I am unable to find my save file in my computer for some reason, i will keep looking, but none of the folders under my user account as stated in the guidelines appear for me.

ahhh i see. that would make sense. it didnt say it in the description, so i thought it was the same as the other table candle holders. woopsie!
