Can't double check right now, but I've never noticed it at least.
Not sure if you should turn it off, but rather set to default and/or program controlled or whatever btw.

If it is what I believe it to be, it is a lack of alpha channel on the outer pixels of the tree tiles. Without such, the swaying in the wind doesn't blend with the adjacent background but rather appears as a hard edge booping into existence then booping right back out. Light refraction is cool.
Wait for it to become a big enough issue that it gets tinkered on, after bug fixes of course.
Ignorance is bliss for the quick fix.
Could be screen refresh rate. I noticed it when I was playing, but it was a non-issue for me.
Try 59.
It could be euro based. So only use multiples of 59 or 60. Otherwise you will have more artifacts form.
29/30 or 45 hz would be factors to try as well.
At this point, I can only suggest that you tinker with your video card or steam graphics settings, if ignoring it is not possible. Please share the results if you manage to resolve this without editing the image files.
Window sizing might also be a factor. I don't believe vector graphics are used, or if that method would be applicable for this game.
If I recall correctly it would be in the steam hub/overlay>options>graphics.
I may be misremembering, and it may only involve minimal settings, yet it was something that seemed relevant to what you are looking for.

I'm not sure why it looks so much worse for you, honestly, but I know once I completely disabled any and all options relating to the game in Nvidia Control Panel, my game ran a lot better and smoother.
Hm... What resolution is your screen? Do you play fullscreen or windowed?
Yeah, reinstalling wouldn't fix this, it's not an issue with corrupted game files or anything.
I had an issue where many games ran really slowly, despite them being not very demanding and my machine being a decent gaming PC, and it turned out to be a couple settings in the Nvidia Control Panel. I'm sure it's something similar here, because I mean, there's some 'tearing' for everyone, due to the way the animation is made, but yours looks somehow worse. But finding the right setting is going to be tough...
I don't have that issue at all. And I've played on both high end and potato machines.
It could not be an issue at all. It could have just been an artistic design choice. Logically, this would have a low priority to fix as is is not a game breaking bug. There isn't a collision error. Nothing freezes when walking next to the trees. Your finances stay on course when outside next to the trees and other vegetation.
You've tinkered with all known graphical settings, played the game on different mechanical instances, even purged and reinstalled. If none of these changed what is perceived, then artistic direction seems most likely. Such a good mystery for the spooky time of year. Thanks.
You could ask the Devs to make an option to turn it on or off

It's not an issue. This is the normal behavior of the game. Trees move with the wind and new lines of pixels appear. Pixel art games do not use anti-aliasing to keep the pixels defined.
