I was a little confused by the wording of this one. Does "target monster" mean any of your monsters/stacks in play, or only ones that are blocking in combat? I assume it is the former but I just wanted to be certain. And can the effect of +2P be used for either attack or defense (depending on when you play the card)?

You can use it any time on anyone. Including cards that aren't under your control

So you can use it while attacking, or as a gotcha when combat is locked in

maybe something like "choose a stack to gain +2 P for this turn"
