Ok. Try flashing the faulty one and upload a log you are sure is from the one that isn't working

I'm guessing it's just a bad cheap board. The log shows it timing out trying to start the flash. If you can't even upload a sketch to it using the Arduino IDE, that sounds like a bad board.
