Is it still blank when you reload the game? The 13% issue should only happen once so you shouldn't need to wait as long again

Please attach that screenshot of the hero screen when you reply to Eileen. Her advice is correct for fixing the 13% issue. However, it seems like you may have a second issue also happening. You can say that Adrian mentioned there might be a further issue here.
