The skill Windpaler on Skyent mainhand says:
"Deals % Air Damage to target enemy and bleed, shield weakest teammate for %"
But the skill is only shielding the Front teammate on your team, not the **Weakest ** teammate. If the front target has full shields, there is no more shielding generated.
(The Ulairius both have the highest hitpoints on my team)

huh, interesting, I'll try check again if I'm still having this issue. I was running in an Ancient D4 so maybe it had something to do with the unique debuffs to that D4 as well.
But in that fight my screenshots are from, I actually got my entire team to full shielding by putting the teammate I wanted to shield at the front, and spamming that skill—so it definitely seemed to be targetting the front teammate no matter what. My fault for not taking a video recording instead to showcase it more reliably
