Cant use elementarium (head) as cosmetic even after reforged, tried relogging not solved.

Unfortunately if you reforge after upgrading you have to wait until you uptier it again to make the dual cosmetic.
This is a longstanding concern and nuisance (and I've made posts about this 1 can be foundin #community-guides waaaay back during Polychromatic Blaster era).
So no this is not a 
But yes it's a nuisance and an inconvenience since the game in-game does not inform the player of this nor allows you to reforge for a cosmetic swag swap after you +1 said Ancient that has multiple cosmetic options.

you have to reforge before +1 it... yeah, it's very annoying.
