So it is practically impossible for a lv10 system to be stuck at lv8 for a month, let alone 5 months.
Your corporation citadel has a feature that will respawn a base twice a week at full strength in exchange for a fuel cost, which by-passes the base RNG getting stuck. (this is found when you are docked in a citadel -> manage -> click the citadel in the system in question on the side -> base scan).
You say this is a -1.0 system, however, on the off-chance that it isn't, your add-on structure that increases the level of the base might have been de-leveled, or removed/unanchored completely, so double check that other stuff is working as intended
