Can more detail be provided on what this tech actually does? Does it speed up the moon mining process? Is it improved moon ore distribution?

If I understand it correctly...

You need at least 1 level to allow you to build the array.

From there, each level of the tech provides a 10% bonus to the chance to get a "special" asteroid cluster to spawn rather than the regular moon asteroid cluster.

You spawn the cluster similar to the gravity well things I believe.
