For a quick 'ball park' calculation you can just divide the unskilled quantity by 150 (base %) then multiply by the 5/5/4 skill %, which from memory is usually 96% I think? Or less depending on citadel bonuses.
So for example if an unskilled (0/0/0) builder needs 500 materials then:
(500 ÷ 150) × 96 = 320 @ 5/5/4.
Allow a small margin of error for rounding etc, but that will get you close.
