Why can’t I steer during the tutorial? I am new but it wasn’t working for me.

there is no "steering" at least in the traditional sense

you can alter your direction by double tapping a spot in space or set your direction to approach a target or orbit the target

if you want to steer like an arcade game this is not possible.... yet

This was confusing to me too! Like Getafix said, it's just the double tap. In case you haven't figured it out yet, double tapping on a spot in the galaxy has your ship heading toward that direction, you'll see a marker that you're headed toward that direction, like a square white thing along with text. It took me a while to realize this 🤣
