My game has been on Maintenance for 4 hours now, is this normal?
The servers are up. Please try repairing your client (the tool icon second up from the bottom on your screenshot).
If that doesn't work, you may have to try to reinstall the game. Make sure your account is bound first if your account is not bound, you will lose your character.
You can check if it's bound via the top button on the right on your screenshot.

I'm sorry but I don't have any other troubleshooting advice. Usually a reinstall fixes this issue the handful of times it's come up.

this issue is commonly resolved for Android by switching networks, wifi to data or vice versa, for iOS users switching on private network has resolved the issue.
