Can I place a Player Outpost in High Sec ( .5 ) thier are no stations and I wanted to claim essentially the area, or just build a base in this High sec pocket.

Then can I place a Corp Outpost in High Sec same ( .5 ) System ???

No player owned stations in high sec. It’ll be too overpowered since pvp isn’t allowed in high sec

Player stations can only be placed in low/null sec

Oh, How can I get a station in this ( .5 ) area of space. I wanted to settle a small Corp here but their are no stations in this area at all ?

Open your star map and filter for NPC stations. Move to nearest one. If you tell me the constellation then i can show you where

It’s hard to explain, but you can place your corporation “main base” on an NPC station. But you gonna pay weekly fee

No new NPC stations will be placed in high sec systems. The ones that were in the game from the beginning of release will stay.
You can try your luck at #suggestions to see if the devs will add a NPC station in Niarja, don’t hold your breath

Think of it as a system owned by the controlling Empire of that space, just because it is empty doesn't mean they want anyone 'moving in'.

A real life analogue would be: Imagine there's a vacant block of land on your street - you may want to build a house on it, but you're local govt/council won't let you 😛
