It could replace meetups as well, since that seems like a wildcard channel for meetups that don't have dedicated channel. Meetups are location specific anyway, so might as well use forum to make it easier to find existing locations and create new ones.
Probably should be thread per country/state, unless there is a country that gets a lot of traffic, then can have more specific region, but that's uncommon case i'd think

I think a thread/post per meetup is better, old/stale meetups go inactive, but still have messages in case someone needs it. When there's few meetups in one thread it can make things more confusing and unnecessarily complicated.
Proper tags like "planned", "ended" and other can be useful
And maybe some kind of naming convention would be nice. Like "[Country] meetup name"
The hard decision is what to do with current meetup channels and messages in them
