By now ville franche functionality is very poor. All power is in county, which usually is abussive for some towns or comunities, favouring others. In many countries the only town where people would like to live are capital towns.

this is trying to solve a failure of the government though. The people should revolt all the towns or even create an army and take the council, if their government doesn't do their job. That or have another council team to ensure there is a better government in place. That would be the RP and correct way to deal with this, rather than changing the mechanics to work around bad ways of playing and tyrannic governments.

Yes. When Raf was Duchess, she worked with the mayors to make sure that was the case and had the mayors send a town letter on behalf of the council to inform citizens regularly since many don’t go to the forum. What you need is a government that cares for the people rather than money
Your point is valid. I just don’t agree with the solution. My way worked as growth was not the first priority. And interestingly by putting the people first, villagers are happier, commerce thrives and sustainable growth of wealth and the number of players that stay, follows. It’s slower but better in the long run.
