Dangerous personnel list

It's pretty simple as a concept; players can report bad actors, and if the player is confirmed to be malicious, they are put on the list, so people know who to watch out for.

I am suggesting this because I had a bad experience with a malicious modder earlier today, and I think this could be helpful for keeping the community safe.
