My understanding is that casing makes the leather consistent. Aside from potential water stains because only part of the leather got wet, it also ensures it doesnt change partway through tooling, so you can reliably get the same appearance for each mallet strike or whatever
The other thing is that it wouldnt dry out as quickly, so you have a longer working time
If you don't case your leather, it's not going to hold the tooling as well. Cutting and carving will work the same wet or dry, but tooling needs casing first.
