I don't know where to get this particular hat, but the style of hat is called a "bycocket" hat. A quick Google search shows some Etsy makers that have leather bycocket hats and you might be able to add the three side straps (which are not standard for this style).

There are several like that I've seen on Etsy............they generally have more of a point on the front..................I ended up making one for myself

I'd say that the one in the pic is meant to look like a Bycockett hat but it only got about half way there................

The one in the original pic posted could easily be made from a regular hat though I think because I'm pretty sure that's how whoever made it did it
