#can't complete FOS mission (Crimson Weave event) because i already completed it before the mission

as the title says i am unable to complete Thunderbolt Manual Phase 2 mission which asks me to "Pass F.O.S. Rating Committee - General Course C2 (Unlocked at level 30)" as a result of me having already done it in the past; i tried nearly everything - from doing the final mission of the 3 in that section again, to doing every one in order of those 3, to completing some stuff i haven't before-nothing; i still can't get the reward

i am playing on Windows 10; and as you can see i can't do anything-
