Assuming the recently announced banner changes are testing the waters for further changes, the 50/50 mechanic might be implemented next.
If so, I'd suggest making the weapon banner guaranteed.
Either way, we'll already be dealing with RNG for everything.
Aside from the initial release banner, all characters and weapons will be RNG.
Albeit not as bad as 50/50, this will increase FOMO (fear of missing out) and it should discourage new players.
Considering how long PGR has been around, this was a very disappointing change.
