Improve In-game Chat filter

A lot of players have come across the issue of a particular Bot spammer by the name of "ADMIN." A lot of players have reported and blocked this individual but it has been over 3 weeks and the bot is still spamming away and providing a link that is very obviously risky. There is clearly something wrong with the in-game filter/report system and this needs to be addressed.

That's because it makes more accounts. I have three different spammers blocked.
