No Beginner S rank selector.

I'm a new player and I'm currently lvl 23. So far I haven't got any 5 star selector (the normal one). I checked in events, inventory and everything. As proof, I will provide a screenshot of my current characters.

5* selector is available in fos missions

where is that exactly? cus in my knowledge while making multiple accounts, you can get the selector almost immediately like after the tutorial about enhancing equipment.
