I'm also having this issue (I'm on Android), I tried downloading from TapTap I reinstalled 6 times (literally), I even freed up space if that's the problem.. but still no luck..

I am not an official, but if ur desperate to try some stuff i can share a bit of experience from what for me looks like it could be the problem
I cannot confirm it cuz there are no error code showing up, but this same thing also happand one of my friends and was also stuck at the same way you are
but if it is what i think it is, its likely something to do with libssl-3-x64 files
What i could suggest is temporary get the lib file out of there (dont delete just put it somewhere on desktop or something, and rememer where it originally comes from) and see if it rebuild the lib file properly it self
or otherwise it likely gives an error code which u can find help on google further again to see how u can fix issues
The problem we had was on windows and as far i remember the libssl-3-x64 file could be on 2 locations. Punishing gray raven main file
And punishing gray raven > PGR Data > Plugin
The solution we ended upon with was me giving my working lib files from my game to the other person, cuz somehow in reinstallation the lib files were constantly build incorrect, through installation or after deletion
But i cannot say in any way if thats gonna help for you guys
