I'm on pc, global. Lucia's interlude (and potentially others) when played through the Codex menu are in chinese.
When played through the Battle menu, they're in English.
Some are somehow still in English, for example, post-combat stories in the combat nodes. But pre-combat ones remain in chinese.
I checked Liv and Lee's and they don't seem to have the bug, but I don't have many characters to check through.
