I believe many rapid fire users can agree - when triggering Noan's core passive, the rapid fire rate is too high for anyone to reliably manage Noan's core gauge to their preferred, or the optimal level to maximize damage.

Lowering the rapid fire rate down a few notches will greatly help rapid fire users to actually have proper interaction with Noan's core passive.

~~I don't think scire needs a click every frame to output maximum damage, I'm fairly certain you don't need more than 7 clicks per second for anything to work in this game

Edit: maybe this is not true, correct me if I'm wrong if Scie has no damage cap for spinning~~

I play on JP with rapid fire setup too, and have it setup 5 clicks per second. Noan feels great to play at that rate of rapid fire, it allows me to consistently hit the 60% on level 1, 80% on 2 and so forth.

I tested scire on emu, and it does seem you need at least >10 clicks/second during spin to do damage

now I understand the need for the rapid fire to be this fast

It's unfortunate this way makes rapid fire unusable for the other characters' core, Noan in this case.

But the workaround is there, your method looks like the way to go, rev the first 2 gauge level with default attack, and the last 2 with rapid fire. I tried this and I'm totally okay with it

I have the default attack binded anyway so it's not a problem, just did not understand the need for the rapid fire to be this fast, but now I do
