My main question: Are the hands on the bottom too much? What would you remover or add to make the design more coherent?

Context: Shields + Sigil of the Kings Guard of the capitol. Said Capitol houses both on millitary and magic. A "ying and yang" symbolism was requested, aswell as the idea of Sun/moon/star, a griffin, eagles and the palace at the bottom.

the hands are a second glance object. i see them craddling the capitol and they look cool. but they look weird with all the birds.
and the center piece is odd. i see ur crossing the wings but with the lack of distinct feathers, they look like the forelegs of a mantis

and (personal preference) the overlap of the wings is ... interesting like not what i would expect to see on a sigil

It looks cool, but it look slike the Griffin is a threat instead of something trapped. Th eduality of the city includes how it sinhabited by those free through wealth (open wings) and those trapped by poverty ("bound wings")...but ill try your idea! i need to see it filled in to see if i like it!
