#How good do I have to be to start commisioning?

My opinion: There's no quantifiable level of 'good' that is necessary to do commissions. It does help to have a basic grasp of forms and technique. Even moreso if you've got a developed style.
There's a wide range of artists in different levels of skill who do very well in whatever it is they're selling- because they're either pandering to recognizable or personable artwork, or they've settled nicely into some niche and developed a following.
I'd suggest listing out what you want to accomplish and/or sale, then look for other artists in the same field and try to note what seems to work and what doesn't.
