Forgive my scratchiness cuz I'm using my mouse. As you can see in the ref, the eyelids are down slightly. This makes the character look like they are looking down at the monitor. drawing the position of eyelids is crucial for the viewer to know where the character is looking. I suggest looking at images of real eyes, what they look like when someone is looking close up rather than from a distance, and so on.
Furthermore, I assumed that you wanted the person to look at the monitor so I drew some purple reference lines on the face for how you'd want the head to be pointed in this instance. I myself do not draw cartoony normally, but figuring out the anatomy of the head and how to draw it from certain angles really helps with drawing more unique and different perspectives.
One last thing, depending on how detailed you want your eye to be, I suggest to research reflections. I often find that drawing small tiny details of reflection in the eye goes a long way. I provided both an image from pinterest and a sketch. Drawing reflections of eyelashes is really underrated and makes art works pop. For the sketch, I purposely make it less detailed as an example for how you can draw reflection and still keep it cartoony. Notice how I used two rectangular shapes at the top of the iris, and a brighter blue with a almost white blue on top at the bottom of the iris. I use this technic a lot with pretty much any eye, but this helps create liveliness in any eye. I hope this helps! Let me know if you have any questions.
