I would say it’s really good!!! Is the thing next to the tail supposed to be something relating to a yellow ring-like halo structure? Assuming it is, this is my only advice !!

I think this design is cute but it's not visually interesting. It looks like it would be an NPC in a game rather than the main character. What gives me this vibe are the proportions & features. Everything is completely even, so nothing in particular catches the eye. An important question about a simple character, or any design should be: what is the focal point? On my first time looking at it, I thought it was the shorts because they're the most detailed. But the shorts don't have much visual interest besides the shark face on it. Everything here is a little too safe. Even their ahoge just looks like a sticker. I suggest you push some shapes & play with proportions. Something as simple as changing the placement of the face on the head can change the look of the mascot. If I were to play with this base design, I'd push the shorts. Make them bigger, give him an interesting belt maybe.
You were given excellent advice about how to tackle the tail ring but keep in mind that even this piece of advice is conditional: is the ring one of the focal points of the design that you want people to be drawn to? If so, more detail makes sense. If not, the way it is in the base design is perfectly fine. Just play with it. & Even if you don't want to redraw anything, just taking the liquify tool to what you already have can help you have a more concrete vision of what you want to do with the design. Really it doesn't have to change, but this is my impression ^^

I redesigned it, but I’m still not very satisfied. It might look a bit too cluttered, but I’m not sure what to fix. Can you guys help?
After around 50 redesigns, I ended up with the right version, but I still can’t decide between what looks better and what feels more anatomically “realistic.”
By “realistic” I mean anatomy, especially feet and arms. I’ve noticed dragon-type characters often have small bodies, big feet, defined legs, and small arms, and it feels like a common rule. I don’t want to break it in case it looks strange.
But I don’t really like big feet or bulky legs, so I covered them with shorts. I also added a nose for realism, but I didn’t like it either, so I covered it with a bandage.
Any advice?
