how strong the look of the wrinkles is going to depend on the type of skirt/underskirt keeping its structural integrity

if you wanna keep the shape of that skirt then you can just focus your attention to some bit of fold and wrinkling near the waist line

Yes she is floating. There’s some sort of like frilly petticoat (I think that’s what it’s called) under the skirt

just search for the term "lolita dress" and youll probably find what you're looking for based on the outer skirt material

#

floating + petticoat will barely show much heavy wrinkling on already styled dresses
