#How do I make these layers work?

it hurts to call myself a beginner but its truly my skill level since I havent done much of anything to practice for 3-4 years until this month

You have to think about the way the layers interact before you make it a layer. Think about it while or before. Not after. In this instance youll need to go in each layer and determine what about it needs to be above and below. Then duplicate and erase the parts that need to be separated.
