For the eyes to draw them you can follow these steps, don't try to copy right from the ref, it's okay if it's not completely accurate
- Head
- Draw roughly the area where the eyes are
- Add pupils
- Lashes, detail
For the hair it's the same principle you draw big chunks of hair and after add more details, strands add more till you finish hair
