Cowboy hats are made out of stiff material such as felt, straw, or leather. It is premade to a certain size and shape so it doesnt change much on the head nor is it adjustable. Really what it is, you need to make sure that the opening of the hat is big enough to go around the cranium plus the hair which has mass on top of the head.
