import your image into ibispaint/procreate, add a layer above your image, set the layer mode to "color".
You can then just color pick the colors from the black gyarados and fill in the one you want to change the colors of. It won't look identical but it'll get the job done
it'll be a "color within the lines" type of task, it's not too difficult to get done on phone using your finger if you're working on PC
