I'm planning on starting with clay art and I already have a concept on what I wanna do but I wanna know if I can use a blowtorch over clay to make it have a burned effect? Or is there a paint I need for that

What sort of clay are you working with?

depends on the clay? like do you want it to look burnt? like ive used blowtorches to get some burn colors or to warp some areas, but i fide painting or using a specialized texture paint easier as real burn marks are hard to control.
