That's a cool design! love the shark tail, However, from what I can see, the problem might be because the face is different. In the image below, the proportions of the facial features, especially the eyes, are a bit smaller than in the image above.
Proportions are just one part of it; I noticed that the shape language is different in the image below. Notice the shapes of the hair and eyes—the image below is much "rounder" than the image above. This makes the image above look more aggressive and more "dangerous," which might be the look you're going for.
