billing is super slow, if that's the majority of your question. There's no mechanism for Cloudflare to get a refund on the fee they paid the Registry/ICANN, so if they gave you a refund it'd be out of their own pocket

Depends what you want to do with it. Cloudflare has a few products you can built sites on like Cloudflare Pages, but not too friendly to beginners/not a drag and drop create your website platform
