Cloudflare IPs are not static and you'd need an Enterprise plan + a contract in order to negotiate a static IP for a site.

dedicated cdn ip is very much non standard. if you have an enterprise contract you will get quick response times or use live chat

the http protocol on spectrum uses the standard cloudflare cdn proxy which only works with domain names, its possible you misunderstood the purpose of a static ip.
if you want to access a http service without a domain name, set spectrum to use tcp instead and point that at your http server. you'll lose all the benefits of the cdn since those don't work with plain ips.

if you want to use the cdn with a plain ip for whatever reason, file a feature request with your account manager
