What does the first screenshot show? "Connecting" or "Connected"? Translation seems a bit confused.
You say "DNS over TLS" in your message but show "DNS over HTTPS" in your screenshot. It looks like it may be having trouble connecting, potentially due to ISP/Goverment blocks. I would try the "WARP" DNS Option since you can connect to WARP Fine.
