My 4th gen mono isn't working with either of my two known working batteries. It boots up when connected to firewire, but won't show any signs of life on battery alone, even though i know the batt itself is charged and working. My best guess and the only thing that looks possibly off is that this little chip by the battery connector looks maybe a little bloated? As far as I understand this is a charging ic. Is this the problem and if so could I harvest a replacement part off of an ipod photo motherboard?

Diagnosing in such cases it a bit more than just randomly swapping parts - in sucha case (and with those prices) it is just cheaper, faster and more effective to swap the motherboard.
But to diagnose (without schematics) I'd compare voltages in that area between known-good and this motherboard with battery and power connected and disconnected to see what might be wrong.
it can be the chip (whatever this is), but it might be one of those minuscule surface mount capacitors, resistors and even diodes.
