6th gen boot loops at Rockbox bootloader and doesn't charge past 4171mV

So I just started having this problem and I would like to ask here before I take it apart again. The iPod only does anything when it's plugged in and no matter what cabre and how much power it gets, it tries to boot for about 250ms then boot loops. And in the small amount of time it's on, the battery level is always 4171 or 4169mV no matter how long I leave it off and charge it
