I feel like this is such a simple issue but on production I have inertia running. The problem is the @inertiaHead and @inertia tags are outputed as is instead of actual content. This works fine locally but not live. Does anyone have any ideas? I've tried clear view and cache files.

They're blade directives, if they're just outputted as-is then the directive isn't registered. Make sure the Inertia service provider is properly registered/discovered; https://laravel.com/docs/9.x/packages#package-discovery
