Right. The quest arc is: "The Training Camp", then "Burst Practice", "Horde Resistance", "Frostbite Training", "Skipping to the end of training".

If you don't have any of these quests then it's bugged somehow for you, I guess.

Report in game. Make sure you don't have any of the quests I listed, otherwise your issue is that mobs don't spawn, and maybe you've just not found how to spawn them.

Then wait for the mobs to spawn and kill them

The stone should have told you the phrase when you got the quest "Burst Practice" from it. Do you have that quest currently? I believe the phrase will be in the quest log for it

When you got to the sending stone, it likely auto-completed the quest you were on and gave you a new one. That new one is called "Burst Practice". Check in your quest log for it
The sending stone only says "Go on, get some target practice in." when you are on either the "Burst Practice" quest or another quest that follows it

Sometimes they pop real quick, or there coulda been an internet blip that screwed things up. So the server maybe progressed you to the next quest but your client didnt register it
