So Parella's quest for the event states that you need to kill Dreadfin and 3 of his captains, however after doing the event we were unable to locate any captains and event spawns 4 or more Dreadfins instead, also whole event despawns as soon as 1 Dreadfin is dead, so I'm unsure if captains not spawning at all or we just didn't find them.

Unrelated, but having Parella give back to back quest for the same event is pretty evil, considering how difficult it is to complete if you don't have a full group of maxed out players. We finished the event only to return back to Parella and realise we have to do it again and weren't even able to complete the follow up quest, whether because of the bug or an oversight.

I am also experiencing the same issue, except dreadfin didn’t spawn at all

Are you sure you didn't just miss him? You need to progress the event for him to spawn and he spawns way-way off to the side up north at the edge of the map/lake.
