Twice today after quitting to take a break, steam is showing the game as "Stopping" for an extended poeriod of time dispite not seeing the .exe in my task manager. It would reset to play but when i tried to launch the game through steam it was giving me "game is already running" message. Problem is fixed after Pc Restart.

You have probably a wiki page opened. Close that first, or steam will consider it part of the game still running. You can use /swiki in-game to avoid that problem.
