I'm having the same issue, only happens when loading Serbule. But I am seeing issues loading assets on the loading screen for other zones too.

So, I had to uninstall the game and delete all the game files from my computer, then install it again. However, after some time it starts happening again, and now I seem to be stuck in this process endlessly

I had this issue happen intemittently for almost 2 weeks. Was able to "fix" it for the day by verifying integrity on Steam:
Properties > Installed Files > "Verify integrity of game files"

idk if related, but I also did a GPU driver update which may be coincidence around the time I noticed it stopped happening.
