I don't think that's a bug. The bonus XP you get for using a pad for the first time only shows up in the chat if you've already used the recipe before. Essentially, you have to remember which pads you've used before and which you haven't

The closest will be how many pads you've used in a given area. So if the list in your skills tab shows Eltibule: 5, you've missed one, but you aren't told which it is

you can see on the map if you click on a Telepad how many times you have used it

no Idea, I've only been playing since last Christmas, it's been there since at least then. But for mushroom circles you really have to remember which ones you already used (and yes, they also give xp for first time use, 100xp IIRC)

I'd seen multiple folks not aware of the "click on the icon to see if you've used a pad" feature, so I tossed that into the appropriate section on the wiki page for future generations.
